The first thing you must do when you realise that your passport has been lost or stolen when you are abroad or on vacation is to file a report with the local police station to the county where the passport was lost. Request a copy of the report, or at the very least you must request an acknowledgement slip or receipt.

On contacting them, you must schedule an appointment to see the consular officer.
At this point, the high commission will supply you with a Document of Identity to enable you to travel back to Singapore. As soon as you return to Singapore, you must surrender this document and apply for a replacement passport at the Immigration and Checkpoints Authority.
